I have been very interested in investing in China, bu I can't find anything at a reasonable price..

Ideally, I just want a low-tracker / mutual fund

It seems the only options are high-cost funds, or ETFs

Does anyone have any ideas?

Vanguard do a emerging markets fund, but the exposure to China is only 40% or something, whereas I'm looking for full exposure

Your call, but I wouldn't be hung up over costs: in a riskier, high-growth and under-researched region like China, active management in my view is more likely to give higher returns that will more than justify the fees.

Since this is the Investment Trust section of this website, not an ETF one, I suggest Fidelity China Special Situations (FCSS) and JPMorgan Chinese (JMC) will give you your 100% exposure. FCSS gives consistently good returns too: over 20% p.a. over the last 1, 3 and 5 years.
