Ex pat SIPP question

My son has worked in the UK for a few years and pays into his own SIPP with HL. In January this year he took up a job in Kenya where he is paid in local currency into a local bank account and pays Kenyan taxes. So this tax year 2017/18 he will have no UK earnings or pay any UK taxes.
My understanding is that he can continue to pay into his SIPP but not put more than £2880 in and will still get it topped up to £3600 by the tax man. Am I correct?
