The reasons behind not tax payer.

The tax payer are not paying tax these are the some reason behind there illegal act.
The former owner has passed away and the heirs now own the property and they have no idea of its value. If they have no investment—they have no skin in the game.
In our society 50% or more of the marriages end in divorce. That’s not breathtaking news, however, the breakup of a marriage can be expensive and one part of the couple may want out or in some cases, the two of them end up with properties they don’t want to pay taxes on. Usually they don’t have a vision of its future or its present value and they just walk away.
At this writing in a tough economy there will be one million property owners in Florida alone that will not pay property taxes, they will default, and many of them will forget they defaulted. One man’s garbage is another man’s gold.
