I withdrew £7000 from my Barclays Smart Investor ISA and they increased my allowance by £7000 for this year. That's not a recommendation for Smart Investor though.

vanguard claim to be a flexible ISA provider

Thank you. Also, Charles Stanley seem to provide exactly what I was looking for.

In an article in IC, HL were quoted as saying that they weren't considering providing one "as there is no demand from our clients". If you don't provide it, I don't know how you'd know! I've emailed HL to find out their current view but I'm not holding my breath.
